UPSS Regulation Compliance

 

  

Owners of Underground Petroleum Storage Systems (UPSS) have new responsibilities under the Protection of the Environment Operations (UPSS) Regulation 2008.

 

From June 1, 2009 those responsible for a UPSS must have:

 

  • A Environmental Protection Plan Including,

§  Details of who is responsible for the UPSS.

§  Incident Management Plan for the UPSS.

§  Security Details.

§  Details of the Maintenance Program.

§  Installation Industry Standard Details.

§  A loss monitoring procedure such as “Statistical Inventory Reconciliation Analysis" (SIRA) which is able to detect a leak of petroleum from an underground storage tank of 0.76L/Hr at 95% accuracy.

§  A SIRA Site Plan.

§  As laid Tank and Pipe Plan.

 

From June 1, 2011 those responsible for a UPSS must have:

 

In addition to the requirements under the UPSS Regulation 2008, those responsible for a UPSS must also comply with the requirements from WorkCover and their local Electrical Authority.

 

These Authorities require:

 

  • A Site Risk Assessment
  • Evacuation Plan
  • WorkCover Dangerous Goods Site Plan
  • Electrical Dossier Plan
  • As Laid Tank and Pipe Plan
